
MPEM

MPEM (Ministère de la pêche et de l’économie maritime)is the Ministry of the Republic of Guinea with up to 1000 employees in charge of developing, coordinating, promoting and monitoring the implementation of policies in Fisheries and the Maritime Economy.
It will ensure national support for the project, policy implementation and the use of new technologies provided by international partners. It will strengthen the current AIS measures and commitment to policy reforms to improve the fisheries sector’s governance and transparency, curb the IUU fishing in Guinea, and enable a durable impact.
This work will be done through the ministry’s agencies involving the CNSP (National Centre of Surveillance and fisheries protection), the DNPM (National Centre of marine fisheries), the DNAP (the National Direction for Fisheries Planning) and the ONSPA (National Centre for sanitarian control of fishery and aquaculture products).
The DNPM is under the authority of the MPAEM and is actively participating in developing, implementing and following legal regulations and national fisheries action plans relative to maritime fisheries activities. This includes, among other things, the information sharing around resource exploitations and the license issuing process in collaboration with other agencies.
The DNAP, also under the authority of the MPAEM, is actively participating in developing, implementing and following the legal regulations and national fisheries action plans. In addition, this agency is in charge of the fishing vessels registry and supports the fight against IUU fishing by exploiting the CNSP reports.
The CNSP is acting under the guardianship of the MPAEM and is responsible for fighting against IUU fishing by controlling and enforcing the fisheries regulation, conducting inspections, controlling captures and fish products movements and reporting to the DNAP. In addition, this service gathers data about fishing activities, builds a database, and contributes to the national fishing plan development.
The ONSPA is acting under the guardianship of the MPAEM to apply the national policies relative to the food safety of the fisheries products and their monitoring. It is responsible for formulating national food safety policy, inspecting food safety and quality in the fisheries sector, including traceability, and building awareness around processing good practices.

GRID-Arendal is the lead organization, responsible for the overall project and financial management and quarterly reporting, application of technological solutions, capacity building and training, and support all project activities.
TMT
TMT (Tryg Matt Tracking), an international non-profit organisation that identifies, investigates and analyses illegal fishing operations and associated fisheries crime, will provide capacity building, training and analytical support to relevant government bodies and CSOs.
PRCM
PRCM (Partenariat Régional pour la conservation Côtière et Marine), a regional NGO registered in Senegal, which is a coalition of 78 organizations working on marine and coastal conservation in 7 countries on the West-African coastline, including neighbouring countries like Senegal.Related
